Estimation of Unit Costs of Rail Transportation

Government of Canada, Canada
Transport Canada initiated, in collaboration with Provincial and Territorial transport departments, a project called the Full Cost Investigation. Its purpose was to estimate the total financial and social costs of transport by all of the major modes and to reveal the total resources consumed by transport and its impacts on the health and environment. This study was part of the overall Full Cost Investigation. Its goal was to estimate the variable and fully-allocated financial costs of rail transport for selected freight and passenger movements. CANARAIL’s cost model was used to estimate the costs of freight transportation by Canadian National (CN)and Canadian Pacific Railways and the cost of CN’s provision of infrastructure and related services to VIA Rail, Canada's railway passenger service provider.

Rail Transportation Feasibility Study

Asia Energy Corporation (Bangladesh) PTY LTD, Bangladesh
As part of an overall feasibility study carried out to determine the feasibility and bankability of a proposed coal mine in Bangladesh, CANARAIL was awarded a mandate to study the technical and institutional issues related to transporting coal over existing rail lines from the mine to port and inland terminals. CANARAIL first determined rolling stock requirements over time based on projected mine production ramp-up, destinations, and train cycle times. Institutional issues relating to the entity that would operate the coal trains were also evaluated, and a preferred option was proposed. As prime objective of the study, a financial analysis integrated the capital and operating costs associated with two different coal transportation scenarios, and determined coal transportation costs per ton.
