ECONOMIC AND FINANCIAL STUDIES
Dian Dian Bauxite and Alumina Complex Feasibility Study - Railway Component
Rusal, Guinea
CANARAIL was responsible for the railway component of the overall Dian Dian feasibility study. The following tasks were carried out:
alignment review, operating plan definition, infrastructure and rolling stock maintenance requirements definition, capital and
operating costs definition.
Strategic Study Of Railway Modernization And Development Projects
Investment Promotion and Major Projects Agency, Senegal
CANARAIL undertook a strategic analysis of all projects associated with the modernization of the Senegalese railway network.
Activities included: review existing studies and outline the current network; confirm the studies' conclusions or make the
required adjustments; review and understand the Government's policies on railway transportation and ensure the conformity of
on-going and planned projects with these policies; see if the various operators who have made commitments to the Government
have respected their agreements; develop a strategy for the Senegalese railway network which sets guidelines for all technical,
economic, financial, judicial and institutional aspects.
Railway Options and Cost Study
Rio Tinto, Guinea
As subcontractor to SNC Lavalin, CANARAIL participated in this concept level study which involved the review and updating of
previous studies, the proposal of new rail alignments for the 650+ km rail access to the Simandou mine, and the elaboration
of an updated order of magnitude capital and operating cost estimate for the port, railway, and mine infrastructure necessary
to serve an iron ore deposit at Mt. Simandou in eastern Guinea.
Estimation of Unit Costs of Rail Transportation
Government of Canada, Canada
Transport Canada initiated, in collaboration with Provincial and Territorial transport departments, a project called the Full
Cost Investigation. Its purpose was to estimate the total financial and social costs of transport by all of the major modes
and to reveal the total resources consumed by transport and its impacts on the health and environment. This study was part of
the overall Full Cost Investigation. Its goal was to estimate the variable and fully-allocated financial costs of rail transport
for selected freight and passenger movements. CANARAIL’s cost model was used to estimate the costs of freight transportation
by Canadian National (CN)and Canadian Pacific Railways and the cost of CN’s provision of infrastructure and related
services to VIA Rail, Canada's railway passenger service provider.
Rail Transportation Feasibility Study
Asia Energy Corporation (Bangladesh) PTY LTD, Bangladesh
As part of an overall feasibility study carried out to determine the feasibility and bankability of a proposed coal mine in
Bangladesh, CANARAIL was awarded a mandate to study the technical and institutional issues related to transporting coal over
existing rail lines from the mine to port and inland terminals. CANARAIL first determined rolling stock requirements over time
based on projected mine production ramp-up, destinations, and train cycle times. Institutional issues relating to the entity
that would operate the coal trains were also evaluated, and a preferred option was proposed. As prime objective of the study,
a financial analysis integrated the capital and operating costs associated with two different coal transportation scenarios,
and determined coal transportation costs per ton.
Feasibility Study of the Dali Lijiang Railway Project
Ministry of Railways of China, China
CANARAIL carried out the review and strengthening of the technical, economic, financial, environmental, socio-economic and
resettlement studies for the proposed Dali-Lijiang Project in order to bring the project to a level suitable for external
financing by the ADB. At the engineering level, review and validation of all rail engineering aspects of the feasibility
study, including the cost estimates for rail infrastructure and operations, and preparation of a list of contract packages
for procurement and an overall procurement plan. At the economic level, review, strengthening and completion of the economic
evaluation, including traffic forecasts for freight and passenger and preparation of a poverty impact analysis as well as a
risk analysis. At the financial level, review, strengthening and completion of the financial analysis. Review of on-going
institutional reforms and proposal for additional reforms.
Expansion Study
VAMI RUSAL, Guinea
CANARAIL carried out a bankable feasibility study to analyze the cost and strategy to expand the capacity of the Conakry to
FRIA rail line from 700,000 tonnes to 1.4 million tonnes per year. The scope of the project undertaken included the following
activities: detailed inspection of track and bridges, signal and telecommunications, train control systems of the railway and
railway workshops; review of railway operations with a view to improving the operating parameters of the railway; overall
operational review of the railway; development of an operational model to evaluate capacity including train cycle and a simple
simulation of the railway operations; development of capital investment costs and development of an implementation plan
and schedule.
