ROLLING STOCK PROJECTS

Locomotive Maintenance Services

Egyptian National Railways (ENR), Egypt
CANARAIL’s mandate is to plan, prepare, assist in the procurement of spare parts and workshop equipment, to supervise the rehabilitation of ENR locomotives and to train ENR employees. CANARAIL has been working closely with ENR’s management to write the specifications for the locomotive rehabilitation and modernisation, to prepare tender documents for the procurement of spare parts, to evaluate bids from potential suppliers, then to award procurement contracts. Once spare parts are procured, CANARAIL will be fully involved in the supervision and execution of the rehabilitation and modernisation of the locomotives followed by one year of maintenance. To do so, CANARAIL will hire 170 ENR employees directly from ENR.

Construction Supervision for the North – South Railway (NSR) Project – Procurement of Rolling Stock and Workshop Design

Ministry of Finance, Public Investment Fund, Kingdom of Saudi Arabia
The North – South Railway Project comprises the construction of a mainly single track railway, which will carry mineral traffic from mines at Al Jalamid and Az Zabirah to processing facilities in Ras Az Zawr. There will also be a passenger and general freight line from Riyadh to Al Haditha together with depots, ancillary buildings, operational and corporate headquarters and other railway facilities. The total length of the line is approximately 2,400 km. CANARAIL is responsible for procurement assistance of all rolling stock (locomotives, mineral wagons, freight wagons, passenger coaches, etc.) and all track maintenance equipment (tampers, liners, etc.). Services include preparation of technical specifications, tendering assistance, factory inspection and supervision of commissioning.

Rehabilitation of Ore Cars

Compagnie des Bauxites de Guinée (CBG), Guinea
The project includes actual rehabilitation by local labourers under the supervision of CANARAIL experts, site supervision, project management and engineering services required to ensure AAR rehabilitation standards are met. It consists in the rehabilitation in the owners workshop in Guinea of 415 Belgian made and 116 Canadian made ore wagons.

Croatian Railways Modernization And Restructuring Project - Locomotive Rehabilitation Component

Croatian Railways (HZ), Croatia
CANARAIL gave support to Croatian Railways in the preparation of tender documents including technical specifications for locomotive rehabilitation, and special conditions of the contract. CANARAIL assisted in the evaluation of tenders and in the selection of the potential contractor. CANARAIL also supervised and administered the contract, managed payments to the contractor and administered the EBRD loan.

Locomotive Replacement Study

Quebec North Shore & Labrador Railway (QNS&L), Canada
CANARAIL provided technical assistance for the selection of a new model of locomotive to replace part of QNS&L railway's existing fleet. The first part of the project was to carry out a survey of the market in order to identify available locomotive models that could satisfy QNS&L's requirements. A functional technical specification was prepared to approach suppliers who proposed the locomotives they considered were the most adapted to the intended type of service. A technical evaluation of each model of locomotive was performed and benefits for maintenance and operations were assessed. A financial evaluation based on life cycle costs was performed for each locomotive model. Recommendations were made as to the model of locomotives, spare parts and equipment to purchase.

Preliminary Design Studies Aimed at Improving the Capacity of Freight Cars on Morocco's Railway Phosphate Lines

Office national des chemins de fer du Maroc (ONCF), Morocco
Within the framework of a potential purchase of 120 new aluminum phosphate wagons by the ONCF, CANARAIL evaluated all the factors which would influence the decision on the type of axle load for the new wagons, and participated in the development of a new acquisition strategy for these wagons. A financial model, taking into account several factors, was developed to generate the best return on investment for incremental axle loads. Preparation of a new wagon specification was an integral part of the mandate.
